like it. like the motion blur of the clouds. fits well to the told legend of the never completly built town: while time goes by the constructions are still not finished. wish a bit more contrasted sky/clouds. would also be a good b/w.

Motion

I too think the motion is a good effect to the text you made to the image. What I'm questioning is what you are saying about the image. Most towns never complete at any point. Pherhaps this is a saying of some sort, which now in more modern times, is more and more empty ? I also think the image lacks somthing, some sort of clarity or a piece that stands out in it.
